Who are we?
  The National Assembly of Space Communication (NASC) was registered on 11 June 1998 by the Moscow Registration Chamber as a legal non-profit organization.

  The partnership was organized with the approval of the State Committee of the Russian Federation of Communications and Information (SCCI RF).   NASC's founding members include 16 satellite communications organizations, such as Space Communications, BUSINESS SVIAZ HOLDING, SWEET, COMINCOM, TELEROSS, and others. Applications from other organizations and operators to become members of the Partnership are under consideration.   

  The basic task of the Partnership is the creation and development of a normative-legal base for more efficient and cost-effectiveinstallation and registration of space communications networks in the Russian Federation - particularly very small aperture terminal (VSAT) networks.

Activities ot the partnerchip
  • Development of space communication network concepts;
  • Organization of system integration of satellite networks;
  • Support of the Russian space segment;
  • Preparation of the State Committee on Radio Frequencies (SCR RF) Decisions;
  • Assistance with development of regulations related to satellite communications networks;
  • Development of Russian satellite communications standards;
  • Development of recommendations on technical requirements and rules for operators of satellite communication networks;
  • Providing assistance to network operators for installation and operation of space communication networks;
  • Rendering assistance to the Members of the Partnership in the design and maintenance of Space Communications Networks. Training and advice is providedby leading experts to Russian and foreign enterprises;
  • Participation in the work of international bodies in the field of communications;
  • Assistance with customer-related issues;
  • Organization of educational seminars, exhibitions, advertising activity, participation in Russian and international symposiums, and exhibitions.
Practical results of the partnership
  • Participation in the preparation of the State Committee on Radio Frequencies  (SCR RF) Decision:

About application on the territory of Russian Federation of Small Earth Stations (SES) of space communications with antenna diameters of 3,8 m and under” (Decision is accepted 27.07,98), SCCI RF Order ? 81 12.05.1999

About simplification registration procedure existing and built communications units by State Inspectors in the field of Telecommunications (SIT RF), as well as permissions on their construction and maintenance”, acceptance of which gives for an Operator safe ~ $ 2500 for one SES (including VSAT) as it is not necessary to give for the SIT RF documents for the International Coordination of the SES in the pointed regions, expertise SES Project; time is reduced more than twice to receive Permission on the right of SES exploitation;

  • Participation in preparation of the draft SCCI RF Order to spread SCCI RF Order ? 31of 25.02.97 on the SES with antenna diameters of 3,8 m and under;
  • Certificate of the State Standards Committee of the Russian Federation is received for the Legal provision for construction, maintenance and selling, buying of telecommunications systems;
  • Participation in development and coordination of the Standard of branch “Earth stations of Space Communications Networks (VSAT). Basic technical specification”;
  • Participation in development and coordination of “Temporary Instruction about rules of interaction of the legal persons and the SIT RF bodies at reception of the sanctions on import and on the right of operation on territory of Russian Federation of small earth stations of space communications (SEA) with antenna diameters of 3,8 m and under, including VSAT”;
  • Realization of an independent expert appraisal in the process of coordination of the draft of “Instruction about the import, coordination, assignment of radiofrequencies for small earth stations of space communications with antenna diameters of 3,8 m and under”;
  • Help to operators of communications in preparation and support of the documents for the application of radiofrequencies in the SCR RF and international coordination, registration of radiofrequencies assignments for the earth stations of space communications (ES SC);
  • Exchange of experience and legal advice on legal receiving of the sanctions on the ES SC and networks operation;
  • Realization of an independent expert appraisal of a number of drafts of the documents, developed by the SCR RF, SCCI RF bodies, other organizations of Russian Federation;
  • Diminishing of prices is received for the Members of the Partnership so that they might buy telecommunications equipment in the Syrus Co.
A member of the state telecommunication commission of the SCCI RF
The Partnership took part in the 3rd International Space Communications Conference, which took place on 22-24 September 1998 in Moscow at an International Congress.The topics in question were “Telecommunications in National Safety: Prospects of Development of an Information-Telecommunication Infrastructure”, which took place on November 16-18, 1998, in St.-Petersburg.

The Partnership has become a member of the working group (Executive Director of the Partnership Alexander S. Matveev), created by SCR RF for analysis of the problem “Regarding the state of registration in ITU assignments of frequencies for Russian stations of ground and space services”.

The executive body of the Partnership has plans to continue realization of its principal task for the simplification and reduction of fees for the SES legal permissions.

 

Services provided by the partnership
The Partnership provides the following services on a commercial basis:
  • Preparation of support materials on radio frequency applications for the SCR RF and international coordination,registrationassignments of frequencies for satellite communications earth stations;
  • Legal assistance with the construction, maintenance, selling, and buying of telecommunications systems;
  • Legal registration of earth stations of space communications and networks;
  • Work with Customs;
  • Creation of an Automated Workplace for a legal registration service of earth stations of space communications networks;
  • Maintenance Service of personal computers and local networks (thus decreasing operational charges by 30 - 32 %).

 

Commercial & Other Opportunities:

  • Digital system of the Satellite Network Gathering (SNG) of the Joint-stock Company of an Open Type (JCOT) "GASCOM"

    At present a Satellite Digital Television System (SDTV) of the JCOT "GASCOM" ensures a high-performance satellite distribution of the television programs with digital contraction under the MPEG-2 Standard using an own satellite "Yamal-100" (90 degree of the east longitude) in more than 300 receiving centers for the regional broadcasting services in European, and East - Siberian regions of Russia. This system can also grant similar services to the following countries: Austria, Azerbaijan, Albania, Armenia, Belorussia, Bulgaria, Bosnia, Hungary, Greece, Georgia, Indium, Israel, Jordan, Iraq, Iran, Kazakhstan, Cyprus, Kyrgizstan, China, Latvia, Lebanon, Lithuania, Macedonia, Moldova, Mongolia, Poland, Romania, Northern Korea, Syria, Slovakia, Slovenia, Tadjikistan, Turkmenistan, Turkey, Uzbekistan, Ukraine, Croatia, Czech Republic, Estonia, Yugoslavia, Southern Korea, Japan.

    The JCOT "GASCOM" operator has the license from the Ministry of Russian Federation on Communications and Informatization (MCI RF) ? 15096 from 13.06.2000 to grant communication channels on a hire basis for translation of the television programs.

    The high power performances of "Yamal-100" satellite (41 dBW in center of a zone) allow to perform a transmitting and receiving of the television programs using antennas of rather small diameters (about 2 ?).

    The SDTV JCOT "GASCOM" Center (Moscow) is connected by a fiber-optic link to the main control center with main communications of Russia. This center allows to connect the SDTV to any Russian and foreign broadcasting company in Russia.

    The SDTV is a transport medium for all-Russian broadcasting companies "Prometej-ACT" ("????????-???"), TV-6, TNT (???), NTV (???), “Darjal-TV” (“??????-??").

    Now the JCOT «GASCOM» starts developing the project of a Digital Satellite News Gathering (DSNG), permitting realization of the television reportages and the news gathering from the places of actual events.

    The similar business on territory of Russian Federation is in a beginning state, though there is large demand in services with using SNG, which is confirmed practically by all the leading broadcasting companies. The foreign analog of such service is the well known CNN system.

    The JCOT «GASCOM» invites all the interested Russian and foreign broadcasting companies, manufacturers and dealers to take part in testing and tender for the right of delivery of the equipment. At a stage of tests the JCOT «GASCOM» grants space resources of the "Yamal-100" satellite. The performances of a mobile transmitting TV-station which might be used at a stage of tests and delivered by interested companies, are in Appendix 1.

    • The capability of a self-contained supply from the diesel-generator should be stipulated
    • The transmitting station should be located in blocks (boxes).
