Background
The GVF Satellite Regulation & Policy course has been developed by the GVF Regulatory Working Group (RWG) and is based on an analysis and comparison of a wide variety of policy and regulatory frameworks, legal structures and licensing procedures from around the world.

Target Audience
The course identifies the most effective and proven approaches for the benefit of policy makers, regulatory administrations, industry and the end-user community.

Course Delivery – Profile
This course is delivered in six elements or sections, as follows:

Section 1 covers the key priorities and regulatory principles advocated by GVF, as detailed in its International Satellite Policy Declaration.

Section 2 provides a detailed explanation of the essential role satellite communications play in fulfilling national, regional and global policy objectives and, in particular, calls attention to the link between telecom connectivity and economic strength.

Section 3 provides a guideline that aims to facilitate administrations’ efforts to develop communications policies that promote access to satellite systems and services. This section of the course includes coverage of: Non-discriminatory market entry conditions; Open borders for competitive access; Transparency of telecommunications rules and policies; Content neutral regulations; Technology neutral regulations and licensing requirements; Protection of public safety with harmonised equipment standards; and, Managing spectrum resources.

Section 4 examines key regulatory and licensing trends relevant to the satellite communications sector worldwide, including: Space segment; Landing rights and open skies; Spectrum management and licensing; Ground segment; Network operator and service provider licensing; Individual and blanket earth station licensing; establishing fee levels; and, Enforcement.

Section 5 identifies regulatory barriers that slow or prevent effective provision of satellite-based services and identifies corresponding regulatory solutions. This section of the course covers examination of: License issues; Legal issues; Expedited licensing processes; Type approvals; Space segment access issues; and, Customs issues.

Section 6 offers further resources for the ongoing support for regulatory programmes that seek to facilitate the provision of satellite-based communication solutions.
