- Data Communications Coordinator with UNICEF as part of their mandate within the Emergency Telecommunications Cluster.
UNICEF would like to start identifying potential candidates as soon as possible.
As sub-cluster lead for Data Communications within the Emergency
Telecommunications Cluster (ETC), UNICEF is accountable for ensuring that
overall delivery of data communications connectivity services to partner UN
agencies and NGOs operating in emergency locations is adequate and
predictable within the ETC. Adequate staff capacity is required in order to
coordinate the delivery of these services, therefore, UNICEF has identified
the need for a Data Communications Coordinator. This is a temporary fixed
term position at a L3 level for 12 months (with possible extension), with
immediate start date.
The purpose of this position is to support the Regional Offices in cluster
response preparadness by monitoring emergency warning systems,
collecting/managing information on cluster activations, ensuring equipment
readiness, undertaking country-level assessments and gathering best
practices. During an emergency response, the Data Communications
Coordinator (DCC) will provide overall leadership and coordination for the
provision of interagency data-communications services in the emergency
operational area with a focus on meeting the UN agencies and NGOs
data-communications requirements. The DCC is responsible for preparation
of the ETC- Data Communications project proposal (as part of a flash
appeal or a free-standing proposal) and the management of the financed
project.
A qualified candidate would have a minimum five years field experience in
project management, coordination and leadership roles, experience in
implementation, monitoring and maintaining data networks and reporting,
documentation and communication skills. Other desired skills include
knowledge of satellite connectivity solutions including BGAN and VSAT,
experience in network implementation and supporting geographically isolated
field sites in complex and stressful emergency situations.

the Federal Communications Commission (FCC), National Telecommunications

strategies for the association's membership.

I am a Software Developer with significant experience in the application and
support of computer and networking technology. My technical proficiency
encompasses varying degrees of knowledge, training and experience in
requirements planning, system architecture, configuration, implementation,
user training and technical support/troubleshooting.
I am also a highly productive staff and team member who has worked with
Hughes Network Systems/ Direcway Internet via Satellite. I am well known in
Direcway as a top level tech support person. For example, when the Tier -3
Partners (EarthLink, ExploreNet, Wal-Mart, Chevron, YUM, Nabors…) are unable
to resolve their technical issues, it is escalated to me, and I resolve the
problem with the NOC/HUB in a short span of time.

- FITTEST SENIOR ELECTRICAL ENGINEER
1. Background
FITTEST (Fast IT and Telecoms Emergency and Support Team) provides support to all WFP operations world wide in the area of IT, Telecommmunications and Electricity services.
Within this mandate, the design, standardization, and installation of WFP electricity services is remaining a significant challenge because of the non-existence of reliable public electricity utilities in most WFP's operations.
2. Terms of Reference
Under the direct supervision of the Chief FITTEST, the incumbent will be based in Dubai-UAE, and cover all WFP operations, globally with the following
Duties and Responsibilities:
Within delegated authority, the FITTEST Senior Electrical Engineer will, for all electricity services WFP is using in the field, including electrical wiring, generators, UPSes, voltage regulators, solar packs and wind generators,
- provide design, installation and maintenance electricity services for emergency operations, be it installation or supervision of installation
- Train WFP and UN staff on the electricity services and standards
- Supervise and/or carry out installation and maintenance of the electricity wiring and distribution systems for WFP offices and warehouses in any operation as required, ensuring a safe and reliable working environment.
- Provide procurement advice for electricity services, for FITTEST or any WFP office requesting assistance
- Co-ordinate any required external contracting, servicing or intervention needed for any electrical installation. Keep close contact with all suppliers of the electrical equipment;
- Perform other related duties as required.
Essential Qualifications
- Extensive hands-on experience in designing, deploying, trouble shooting, maintaining and managing domestical and light industrial electricity wiring and distribution systems suitable for the WFP offices and warehouses
- Preferably hands-on experience in deploying, trouble shooting and maintaining single and three phase generators, diesel or petrol fuelled, in the range from 2 KVA to 250 KVA; knowledge and experience in the maintaining and trouble shooting the mechanical part of generators is a plus
- Hands-on experience in deploying, trouble shooting and maintaining UPS and voltage regulator systems ranging from 0.5 to 60 KVA
- ability to teach, train and coach international and national staff in maintenance of generators and electrical installations
- ability to work as part of a team and with people with different professional and cultural backgrounds and nationalities
- degree in electrical engineering; A-grade electrical license; Official certification as domestic or semi-industrial electrical engineer
- excellent knowledge of English (proficiency/level C), knowledge of additional languages are an asset
- be prepared to travel extensively
Experience
At least 10 years, post graduate, progressively responsible and proven effective, hands-on electrical or electronics engineering experience, preferably in developing countries and in relief operations.

The successful candidate will be the
primary technical point of contact for prospective and existing customers. The role is integral to the
Regional Sales Team to provide support in all technical aspects of developing and implementing
technical solutions for customers. They should understand new network technologies, products and
satellite network applications and be able to relate those to New Skies’ service offerings.
Candidates should be educated to Degree level in Engineering and should have a sound working
knowledge of networking products including VSAT, DVB and other video and broadcasting
technologies. They should also possess strong interpersonal skills and be willing to travel
internationally.
